An entry screening often involves infrared thermal scanning for a mass detection of febrile passengers because fever is one of the most noticeable signs of infections such as avian influenza, influenza A virus subtype H1N1, and SARS [5, 6] . Despite some controversy [4, 7] , most prior studies report that the border fever surveillance system significantly identifies febrile arrivals, and is an effective measure of the early detection of febrile passengers [1, 2, 8, 9] .
