The system consists of multiple level of reporting. Villages, being the lowest level of administrative, collected HIV epidemiological data in their allocated areas and reported to prevention units in township hospitals. From the prevention units, HIV data were further sent through county health and epidemic-prevention stations (EPS) to provincial centers and forwarded to the Chinese Academy of Preventive Medicine. With the support from the Ministry of Health and cooperation of provincial centers of health and epidemic prevention, a computerized system had worked effectively to network the monitoring of HIV epidemics at various levels in China and information transfer experienced no substantial changes for about 25 years. However, all communicable disease surveillance systems in China underwent significant upgrade in 2004.
