Far from being transformational, global health is simply another issue that foreign-policy-makers weigh against other state interests. This perspective, based on the realist theory of international relations, explains the recent political prominence of global health as a result of the growing impact of disease upon traditional security concerns: ''When diseases threaten, or show the potential to threaten, national security, military capabilities, geopolitical or regional stability, national populations, economic power, and trade interests, foreign policy makers take notice'' (2, p. 184 ).
