In reality, the number of patients or the number of people participating in the treatment depends on the treatment cost. To encourage infected patients to take treatment promptly, the government should provide moderate compensation. Furthermore, suppose γ α µ = + e − in this study and obviously γ ∈( , ] 0 1 . As the cost of treatment increases, the number of people participating in treatment decreases, but government financial compensation can effectively promote the participation of infected patients in treatment. According to the model proposed by Kermack et al in 1927 , and based on China's successful experience in dealing with SARS, this article establishes the compensation model for important infectious diseases as follows:
