For example, during the conservative Thatcher (United Kingdom) and Reagan (United States) administrations, funding for family planning and social services was cut sharply to reflect these governments' priorities. The President's Emergency Plan for AIDS Relief, the largest bilateral health aid program ever, had origins rooted in US domestic politics, as President George W. Bush proposed the program partly in response to lobbying from his political base (43) .
