Since 1989, the former Chinese Ministry of Health established a hospital accreditation system to categorize hospitals into 3 grades (3, 2, and 1), as well as 3 within-grade levels (A, B, and C), mainly based on size (20-99 beds for primary hospital, 100-499 for secondary hospital, and above 500 for tertiary hospital), and other factors including service, technology, and quality. 9 Almost all the tertiary-level hospitals are public hospitals.
