As the lead agency in the response to and preparation for public health emergencies, the Ministry of Health and Welfare is directly governed by the IDCPA. If any law or regulation is to be revised to address the need for biosurveillance, it should be the IDCPA. Also, this study analyzed legal codes, which may not represent reality.
