Questions deemed to be of low priority (tier 3) were: (1) digital health: particularly use of mHealth interventions for prevention, use of electronic health records with mobile PHC services and the constraints of mHealth (mobile network coverage, ownership of mobile devices, patient literacy); and (2) support and incentivisation strategies to sustain PHC doctors, particularly in rural/remote communities.
