This, along with their lack of focus on the quality of response and the maintenance of quality essential health service functions, means that they do not have the capacity to support health system resilience. The incorporation of a health system perspective into SimEx materials has the potential to enhance health system strengthening and the development of resilience alongside emergency response and health security capabilities.
