Applying Lydia Hall's Theory to this study, the interventions or actions enumerated above geared towards treating the patient for whatever illness or disease he or she is suffering from. Thus, the results of the study would assist the TB DOTS nurse to be an active advocate of the patient thereby helping the patient to be cured or complete the TB DOTS program. Smith (2007) argued to equate governance with government means to focus on technical problems of administrative and legal capacity and the improvement of public sector management, the legal framework for development, accountability through better auditing, decentralization, the policing of corruption, civil service reform, and improved information on policy issues for both decisionmakers and the public. There are critics to this approach for its' 'managerialist fixes', 'detached from the turbulent world of social forces, politics and the structure and purpose of the state'. In this context it is important to recognize the support for civil society in order to encourage political accountability, legitimacy, transparency and participation.
