On the other hand, problems arise because these restrictions reduce the quality of public services, including the difficulty in providing services to the public or individuals to carry out their obligations as citizens, such as taxation services, auctions and others. In other words, the problem that arises with citizen services is that the time and number of citizen services are reduced. Meanwhile, the existence of smartphones is increasingly being used by the public. The purpose of this research is to create an electronic government model to improve services to the community during the Covid-19 outbreak. The research method uses a qualitative approach through observation and interviews with citizens and stakeholders related to government. The result of this study is an e-government model to improve services during the Covid-19 pandemic © 2021 IEEE.
