We assume that the demand for ventilators at each planning period is stochastic. We further assume that there is a central agency that coordinates the ventilator (re)location decisions. The ventilators' (re)location is executed at the beginning of each time period. Once these decisions are made and executed, the states can use their inventory to treat patients. Both the federal agency and the states have to decide whether to reserve their inventory in anticipation of future demand or share it with other entities.
