A linear programming model to derive an optimal allocation of healthcare resources in developing countries is studied in [17] . Differential equation-based systems modeling approach is used in [10] to find a geographic and demographic dependent way of distributing pandemic influenza vaccines based on a case study of A/H1N1 pandemic.
