Given, say, 22000 hospital beds (Berlin.de n.d.) for 3.5 million people in Berlin, it is clear that 100000 simultaneously infected persons, needing 10000 to 20000 hospital beds, would push the system beyond its limits. It is therefore plausible that the spread of the infection needs to be slowed down, to something like well below 10000 infections per week and ideally much less.
