Another weakness of the hospital research support system is the way in which national health insurance credits are allocated. Bringing it into line with international best practices would mean entrusting the task of allocating these credits to a “Hospital Research Policy Council”, which should also be an actor in the implementation of national research programs. Recommendations are also made for a better functioning of the research system at the local level, including university hospitals, and at the national level.
