“To Reach the Unreachable Star” (The Man of La Mancha) by Making Vietnam’s HRD Impossible Dream Possible

In this chapter, I provide an overview of the major components of HRD that have been done well, based on research and practice in Vietnam, highlighting the remaining needs to be addressed by the National Council for Education and HRD 2016–2021 under the Prime Minister. In the wide range of Vietnamese contexts and sectors, I then address the gaps between what has been accomplished and what is yet needed. I make recommendations in several aspects of HRD in Vietnam, using NHRD as a way to implement these recommendations. For this to occur, I cover major ideas from all chapters, summarizing common successes and failures, barriers, HRD trends, and the research gaps and opportunities. Based on the chapters preceding this one, I make recommendations related to HRD in Vietnam. The chapter includes a vision for the future.
