Where rural workers are unlikely to be able to return to work, planning for enhanced mobility of replacement workers from urban centers may be beneficial. Similar strategies were adopted in China wherein essential healthcare workers 5 were moved into Hubei to support a dearth caused by increased infection rates and a more severe lockdown (16) .
