On the other hand, it is important to strike a balance between preventing panic and encouraging action. A study of the public perception of the influenza A/H1N1 (swine flu) outbreak in the United Kingdom found that few people changed their behaviour, and linked this to a believe that the outbreak had been exaggerated (Rubin et al., 2009[34] ). The authors suggest that convincing the public that the threat is real may be a more pressing task for public health agencies than providing reassurance.
