Document: Given that the COVID-19 spread in the US started from the State of Washington, California, and New York and these states experienced a higher volume of positive cases and deaths, there is always a concern that the estimated policy effects are driven by these states. We provide a version of a permutation test in which we drop each state from the sample one at a time and estimate the effect of policies. The estimated coefficients were consistent when dropping each state, suggesting the effects are not driven by a particular group of states. Results presented in Appendix D support this hypothesis.
