Document: We have analyzed a feedback and control model for managing a pandemic such as that caused by COVID-19. The crucial output parameters are the infection growth rates in the general population and spatially localized sub-populations. When planning for an upcoming reboot of the economy, it is essential to assess and mitigate the risks of relaxing some of the restrictions that have brought the COVID-19 epidemic under control. Feedback and control models are designed with precisely this goal in mind.
