Our framework provides valuable information for assessing the cost-effectiveness of various active monitoring strategies in response to critical disease outbreaks. By providing an empirical basis for evaluating active monitoring programs, these tools can strengthen biosecurity and optimize active monitoring programs in response to future global disease threats.
