In practical terms, this may occur within a department, as demonstrated in our tertiary specialised medicine example, or at the level of a whole department (e.g. an intensive care unit). Resource allocation is well studied and there are many different approaches available. As the redistribution of staff may incur a "cost", that is, significant changes in work patterns such as duration and intensity, we introduced a simple assignment policy to reduce such effects. Such systems could be implemented with the use of feedback loops to optimise staff allocations (e.g. 16 ).
