A key challenge faced by decision makers is that the public's perception of risk is often determined by the consequences of the event even if the probability of the event occurring is rare. With severe diseases, the consequences may be perceived as so dire that the public's tolerance for risk will be very low. While no policy can guarantee zero risk, analyses such as those presented here can assist in determining appropriate thresholds that reduce risk below a level tolerable for a risk-averse population.
