Document: The ultimate goal should be the prediction of emergent diseases before they strike the human population [1]. This is a lofty goal that will require dramatic advances in pathology, genetics, and ecology, along with major advances in computational science and public health practice. A complementary and achievable near-term strategy is surveillance of human populations for early signs of infectious outbreaks [2]. While still a formidable task, we can build on comprehensive surveillance systems already in place in the United States and much of the world [3–7].
