The plan was not mirrored in the responses undertaken; nor were responses locally informed. New WHO recommendations on pandemic influenza were released halfway through the unfolding pandemic crisis, and these required an overhaul and changes to the pandemic preparedness plan. Malawi could not adequately consider the newly proposed WHO recommendations on pandemic phases to respond effectively to the pandemic outbreak.
