Measures that were promoted, including emphasising bed capacity, safe funerals, behaviour change, and community mobilisation, followed the recognition that targeted case finding and contact tracing could not be scaled to meet the exponentially growing burden during the early phase of the epidemic. However, these latter measures, supported by continued community mobilisation, should be prioritised during new Ebola outbreaks and during the end phase of the current epidemic, when capacity can meet need.
