In addition to WHO, an increasing number of organizations develop guidelines. Some of these organizations target international users. For this article we define the term "international" as "concerning or belonging to at least two or all nations". Among organizations that develop guidelines, WHO has the broadest mandate and spectrum of international consumers and stakeholders, given 192 countries are members of WHO and the scope of WHO's responsibilities.
