Beliefs about the risk of and severity of pandemic influenza were the most important independent predictors of having thought about, and having a plan for pandemic influenza respectively. The perceived risk of pandemic influenza to the business was also the most important predictor of needing help to prepare. These findings are consistent with the relationships proposed by prominent theories of health behaviour, including the protection motivation theory [9, 11] , and suggest that these theories provide a useful model for understanding preparedness behaviours among small and medium businesses in Australia and elsewhere.
