This study is significant in that it contributes to helping Chinese governments at all levels and health administrations to develop PHW Within-region inequality (% of overall) is the ratio of "within-region inequality" to "overall inter-county inequality", and between-region inequality (% of overall) is the ratio of "between-region inequality" to "overall inter-county inequality" allocation policies related to geographical and structural equity.
