On this view, the state's justification for implementing quarantine or isolation would be stronger if individuals had a moral duty to submit to these measures. But do they have such a duty? For example, did the inhabitants of the village of Sella Kafta in Sierra Leone have a moral duty to submit to quarantine? And therefore, was the justification for imposing the quarantine the strongest possible? In this section we argue that, in certain circumstances, there is a duty to submit to quarantine or isolation.
