Document: And so, finally, as for the conditions under which the justification for quarantine and isolation is stronger, we have argued that a state has the strongest justification possible for quarantine and isolation if, where it can do so, it fulfils its duty to make the burden of such measures easy enough to bear for those affected, or, in case of developing countries that would struggle to meet this requirement, if the international community provides the means that are necessary for the state to fulfil this obligation. In this way, the state is in the position to present its intervention as the enforcement of an individual moral duty of easy rescue, thus fulfilling the duty enforcement requirement.
