The rhetorical acknowledgement of HIV/AIDS as a health security threat to the Chinese population was largely absent during the early period of time. Ramiah also pinpointed that the Chinese leadership was extremely reluctant to acknowledge HIV/AIDS as a problem and securitize HIV/AIDS in China prior to the 2000s [46].
