A program officer of a NGO mentioned the failure of CCM to allocate the right portion of the Global Fund grant to grassroots NGOs: "Government officials and representatives from GONGOs dominate the CCM. Only a few representatives are from grassroots NGOs and civil society" (advocacy group-1). The improper management and use of the Global Fund was even admitted by a senior government official in the Shanghai CDC in times of the interview:
