Other capacities identified in the scoping review concerned the health system more broadly and would likely be addressed by national governmental authorities. For example, Hanefeld et al. noted "the nature of the funding and financing mechanism as a core aspect enabling or hindering health systems' ability to respond to a shock" [29] .
