The majority of participants, however, described the preparedness plan as 'clumsy', 'incomplete', 'weak', 'unreliable' and 'frustrating', with one participant commenting that the preparedness plan was 'short-lived'. One person emphasised that the plan had been abandoned 'when the pandemic was at its peak in November 2009, due to lack of funding' (P10).
