While prevention through vaccination is the ultimate solution, a successful treatment for the disease using repurposed drugs that have already been approved for other indications (and whose safety profile has already been established) may be even more valuable, especially if it can be deployed in the nearer term and reduce the growing fear and panic among the general population. In such cases, the approval threshold should clearly reflect these cost/benefit differences.
