Given the 2008 Global Financial Crisis and the continuous economic boom in China, international and bilateral funding agencies argue that China should be the donor instead of the recipient of international HIV/AIDS-specific grants and loans [52] . Owing to a lack of international and national HIV/ AIDS funding, the number of NGOs working on HIV/ AIDS was drastically reduced; many NGOs and CBOs were simply closed down, only a few of them could barely survive with the support by other funding sources (national NGO-2).
